Transportation is a major contributor to climate change. Commuting plays a key role in the greenhouse gas (GHG) emissions of the transport sector, which are expected to increase owing to increasing passenger car use. Reducingthese emissions requires efforts to shift travel behaviour, with low-emission commuting interventions providing a viable path forward. However, limited research and quantified evidence exist on the impact of such interventions. Thisstudy evaluated 21 low-GHG emission commuting interventions implemented in six organisations in Lahti, Finland. Using primary data from pre- and post-intervention surveys, along with life-cycle emission factors reported inthe literature, this study quantified a 12.5% reduction in commuting-related GHG emissions among respondents who completed both surveys (210/547 respondents). Communication and awareness, transportation infrastructure improvements, and transport service enhancements were the most effective interventions, whereas incentive-based and health and well-being coach approaches showed limited impacts. However, the results might have been impacted by confounding factors, and the GHG emission reduction was mainly due to the reduction in passenger car use. The findings of this study reveal the intervention types that most strongly drive emission reductions and highlightthe need for future research to understand why certain interventions underperform, the factors that limit shift to low-emission modes, and how intervention combinations can be optimised. This study provides novel insights that support organisations, city planners, and policymakers in prioritising interventions that meaningfully shift travel behaviour and advance sustainable urban mobility strategies.
