Original abstract

This study is focused on the responsiveness of Barangay Women and Children Protection Desk (BWCPD) focal persons in handling Children at Risk (CAR) cases Calapan City, Oriental Mindoro. It specifically determined their level of responsiveness, coping strategies, and facilitating and hindering factors affecting service delivery and interventions. A descriptive research design was utilized, through structured questionnaire administered to 51 respondents. Purposive sampling was employed to ensure that all participants possessed direct experience relevant to assessing the responsiveness of Barangay Women and Children Protection Desk (BWCPD) focal persons in handling cases of Children at Risk (CAR). The study included participants from 17 barangays with recorded CAR cases consisted of BWCPD focal persons, 1 selected Child at Risk and corresponding parent or guardian from each locality. Findings revealed that barangay officials are actively engaged in addressing child protection concerns through responsive interventions; however, limitations in resources, training, and inter-agency coordination affect their overall responsiveness. The study recommends strengthening capacity-building and training programs for BWCPD focal persons, ensuring adequate budget allocation for child protection initiatives, and improving coordination among concerned local agencies. It suggests enhancing case management systems, documentation, and monitoring and evaluation mechanisms, by promoting stronger community-based interventions and multi-sectoral collaboration to improve the overall protection and welfare of Children at Risk in Calapan City.
