Some years ago, the editor of Wired suggested that algorithmic data processes made old-fashioned explanation unnecessary: ‘Forget taxonomy, ontology, and psychology. Who knows why people do what they do? The point is they do it, and we can track and measure it with unprecedented fidelity. With enough data, the numbers speak for themselves’. If datafication is at once opaque and ubiquitous, what are the prospects for governance or theories of governance? This prologue addresses that question through the lens of the history of cybernetics and Erich Hörl’s theory of environmentality.
