Original abstract

Digital technology is reshaping global health governance. Using Ningxia-Benin medical cooperation as a longitudinal case study, this study examines how the ‘Internet + Healthcare’ model contributes to the evolution of China’s international health assistance. As a national demonstration zone for digital health, Ningxia has introduced telemedicine and AI-assisted diagnosis into its long-term cooperation with Benin, supporting a gradual shift from personnel-centered ‘Technology Transfer 1.0’ toward institution – and capacity-centered ‘Technology Empowerment 2.0’. Cooperation has evolved from team dispatch to digital platform co-construction, from direct clinical services to local capacity building, and from one-way knowledge transfer to bidirectional adaptive innovation. Over 40 years, Ningxia has sent 28 medical teams, treated over 3 million patients, and performed more than 100,000 surgeries. Findings suggest that digital approaches can help mitigate medical resource imbalances and strengthen South–South health partnerships, though challenges including infrastructure gaps, data governance, and dependency risks persist. This case offers provisional insights for digital health cooperation and technological diplomacy among developing countries.
