Original abstract

Deepfake technology, a product of rapid advances in artificial intelligence, enables the creation of hyper-realistic synthetic content depicting events that never occurred. While offering many beneficial usages in areas like education, culture, health and accessibility, it also possesses a serious risk such as disinformation, blackmail, fraud, and identity theft, threatening cybersecurity and personal data protection. As there is currently no specific legal framework regulating Deepfakes in Türkiye, this study examines their associated risks, notable cases, international approaches, and proposes recommendations to support effective mitigation in Türkiye.
