Original abstract

Social welfare improvement, which integrates the enhancement of residents’ living quality and the realization of social equity, is the core goal of ecological integration protection and regional development. It is of great significance to promote the sustainable development of county areas. As a systematic ecological governance initiative, China’s Shan-Shui Initiative (SSI) serves as an innovative measure to promote the coordinated development of ecological governance, economic progress and improvement of social welfare. Based on panel data of county level regions in China from 2011 to 2023, this study evaluates the level of social welfare from three dimensions: economic development level, people’s livelihood security level, and economic structure optimization level. The difference-in-differences method is used to analyze the impact of SSI on county-level social welfare in China. The results show that: (1) SSI significantly promotes the improvement of social welfare, which has been tested by robustness. (2) The mechanism analysis reveals that SSI can advance urbanization and strengthen government environmental governance intensity, and then promote social welfare improvement. (3) The impact of SSI on social welfare is heterogeneous, with the most pronounced effects observed in central China and regions with moderate marketization levels. This study provides new evidence on how ecological integration protection affects social welfare, and offers theoretical and policy insights for advancing human-nature harmony in the new development stage.
