China Cultural Centers in Asian Neighborhood: Instruments to Promote Soft Power

Original abstract

With cultural soft power emerging as a pivotal metric of a nation’s comprehensive strength in the era of globalization and multipolarization, China Cultural Centers (CCCs) have evolved into a strategic instrument of cultural diplomacy and international com-munication. This study conducts a systematic analysis of CCCs' operational frameworks and communication efficacy in neighboring Asian countries—regions where geopolitical competition and cultural interactions are increasingly intense. Utilizing a qualitative methodology based on thematic analysis of policy documents, academic literature, and regional case studies, this research examines the establishment contexts, foundational mechanisms, and functional roles of CCCs in fostering cross-cultural understanding and national image projection. While empirical evidence speaks loudly of CCCs' achieve-ments in cultural exhibitions and grassroots exchanges, salient challenges persist in five interrelated domains: further localization, audience diversification, content innovation, financial sustainability, and geopolitical risk mitigation. Based on these findings, this research proposes strategic recommendations across the five dimensions for CCCs to enhance international communication effectiveness: deepening localized collaboration and co-creation practices, developing AI-integrated digital communication strategies, establishing multi-stakeholder communication systems, instituting data-driven perfor-mance evaluation frameworks, and cultivating cross-disciplinary communication pro-fessionals. By linking theoretical insights with practical applications, this research aims to advance China's international communication capacity-building and provide actionable policy references for neighborhood diplomacy against the new geopolitical backdrop. Ultimately, we believe that the effectiveness of CCCs going forward should hinge on their transformation from state-centric cultural broadcasters into networked platforms for civ-ilizational dialogues aimed to contribute to a more stable and interconnected regional order in Asia.
