Original abstract
Introduction Under the background of the contradiction between grassland ecological protection and herders’ livelihood transformation, it is of great theoretical value and practical significance to explore the intrinsic mechanism of deviation between herders’ grassland protection willingness and behavior, to improve the ecological compensation policy, and promote the sustainable development of grassland. Methods Based on the theory of farmers’ behavior, this paper constructs a theoretical framework for the analysis of deviation between herders’ grassland protection willingness and behavior, and uses the field survey data of 740 herders in rural pastoral areas of Inner Mongolia, China, and then applies the Logistic-ISM model to systematically identify the key influencing factors of deviation between herders’ grassland protection willingness and behavior, to analyzes in-depth the hierarchical structure and the paths of action of the key factors, which reveals the internal influencing mechanism of the key factors. Results The results show that: (1) There is a deviation between herders’ grassland protection willingness and behavior: 77.43% of the herders have clear willingness to protect grassland ecosystems, but only 45.9% of them have adopted actual behaviors; (2) The head of the household’s age, education level, social class, grassland area, usefulness cognition, peer effect, policy cognition, and policy restraint have a significant association with the deviation between herders’ grassland protection willingness and behavior, among which age, grassland area, and social class have a significant positive association with the deviation between herders’ grassland protection willingness and behavior. (3) Through hierarchical structure analysis, four pathways were identified, of which age of household head, usefulness cognition, grassland area, policy restraint, and peer effect were direct drivers, policy cognition and social class were middle indirect factors, and education level of household head was the deep-rooted factor. Discussion Based on the above research, it is recommended to strengthen the quality of herders’ education, enhance their awareness of the importance of grassland ecological conservation, and deepen their understanding of the grassland ecological compensation policy, to solve the deviation between herders’ grassland protection willingness and behavior, and to promote the sustainable development of the grassland ecological environment.
