After World War II, Arab socialism, as a development path blending Arab nationalism, anti-colonialism, and socialism, exerted widespread influence across the Middle East. This article takes Syria under Hafez al-Assad as its research subject, examining the ideological foundations, institutional arrangements, and historical impact of the Ba'ath Party's socialist practice. Under the ideological slogan of "Unity, Freedom, Socialism" the Assad regime established the National Progressive Front, incorporated trade unions and peasant organizations into a corporatist framework, strengthened the public sector, imposed price and trade controls, and expanded subsidies for education, healthcare, employment, and daily necessities, thereby forming a state-led political, economic, and social welfare system. For a certain period, these measures weakened the traditional landowning class, promoted infrastructure construction and the expansion of public services, and secured political stability and social support for the regime. However, this practice did not establish a genuinely egalitarian and institutionalized socialist order; rather, it gradually evolved into an authoritarian state capitalism centered on presidential authority, the security-bureaucratic apparatus, and political patronage networks. As oil revenues declined and the foreign exchange crisis intensified, problems such as public sector inefficiency, corruption and rent-seeking, resource misallocation, widening wealth gaps, and regional and sectarian tensions became increasingly prominent. The limited economic liberalization of the 1990s also failed to break through the entrenched interests; instead, it fostered a further fusion of power and private capital. Overall, while the socialist practice under Assad achieved short-term stability and limited modernization, it also solidified a highly centralized power structure and a dependent economic model, planting deep-rooted hazards for Syria's subsequent economic difficulties, social fragmentation, and political crises.
